10.18.1 - Ethiopia - Oromia

Conclusion/Recommendation:

TEC noted the need to identify additional partners to work in highly endemic areas; ITI Ethiopia to present map and data of unsupported areas at TEC 11.

Action:

No additional partner has yet been confirmed. An Ethiopian NGO showed interest in partnering in Ada/East Shoa, but is looking for funding. Further effort will be made in this area to identify potential partners. The Fred Hollows Foundation will extend its support to West Hararge, hopefully in 2016. A map indicating unsupported areas will be included in the materials sent to the TEC after the meeting.

Conclusion/Recommendation:

ITI-Ethiopia to ask ORBIS for clarification regarding South Omo.

Action:

ORBIS wants to pilot intervention in two districts to assess challenges in 2014 and 2015. Based on the lessons learned, they will cover all endemic districts starting in 2016.

10.2.1 - General Recommendation

Conclusion/Recommendation:

The TEC requests ITI to issue a request for proposals to come up with alternative strategies for Impact Assessments, with the following points:
a. Strategies should be less time and resource intensive than the current guidelines.
b. Strategies should provide sufficient information to satisfy the Zithromax® donation criteria.

Action:

- The WHO STAG-NTD Monitoring and Evaluation Working Group convened a Technical Consultation on Trachoma Surveillance in September 2014, which led to the development of new provisional standard operating procedures for impact assessments (see Annex D in Surveillance Report tab).
- The new standard operating procedures are less time and resource intensive than current guidelines, but additional work is needed to develop guidelines on survey methodology.

10.20.1 - Ethiopia - Tigray

Conclusion/Recommendation:

ITI - Ethiopia to follow up with Light for the World regarding how they plan to address peri-urban areas in super districts.

Action:

Tigray RHB confirms that there are no peri-urban kebeles under town administrations except Mekele. The peri-urban kebeles under Mekele have been mapped during the remapping of other districts, though the results have not been released yet.

10.21.1 - Guinea-Bissau

Conclusion/Recommendation:

Following current Zithromax® donation guidelines, the TEC recommended that the MOH conduct a sub-district level survey in the region of Gabu where TF is between 5-9.9% at baseline.

Action:

SSI does not have funds to support the suggested sub-district survey. NPC is willing to negotiate financial support for surveys with the WHO for 2015.

10.22.1 - Mali

Conclusion/Recommendation:

For Kayes/Bafoulabe/Bafoulabe sub-district 3, which was found to be 5.6% TF at impact assessment, TEC recommended a non-precedent setting single treatment of the entire sub-district, pending commitment to survey after one year.

Action:

There was no distribution in 2014 for surveillance due to lack of available inventory.
The 2014 shipment for treatments approved for surgery and surveillance activities has been pending MoH’s signature of the 2014 MOU since August. NPC has met with difficulties in securing signature due to new personnel at MoH being unfamiliar with trachoma program and MOU process.

Due to new interim standard operating procedures for districts found to be 5 – 9 % TF at impact assessment, MOH is likely to submit to ITI a mid-year request for three districts for 2015. HKI will be the MDA partner.

Conclusion/Recommendation:

In view of the case-by-case recommendation for surveillance, TEC recommended ITI postpone approval of surveillance request until 2014 surveillance distribution is reported.

Action:

There was no distribution in 2014 for surveillance due to lack of available inventory.
The 2014 shipment for treatments approved for surgery and surveillance activities has been pending MoH’s signature of the 2014 MOU since August. NPC has met with difficulties in securing signature due to new personnel at MoH being unfamiliar with trachoma program and MOU process.
